Simply look up your hotel, and read all of the reviews that you can get your hands on. You will find that many vacationers leave feedback on their experiences in the area.

If the city has a International Youth Hostel (my only experience has been with Hostelling Internaltion USA), I stop in and sign up for the tours. Some are free (offered by volunteers) and others are very inexpensive. Once in NY I got free tickets to the Lincoln Center and five night clubs for $20 (including drinks) with a local expert/chaperone.
